Can someone explain the "rally round the flag effect" to me?

I don't even really know what it is other than it involves both public opinion and foreign policy. And don't give me a link to Wikipedia. I don't want to read about Muller's theory. I want a generic definition or explanation. (Applicable to the U.S. of course, I suspect that it is unique to this country) Thanks :)
